Updates
Supplement #4 to the 2009 ACH Rules:
Since the publication of the 2009 edition of the ACH Rules, NACHA's Voting Membership has approved
two additional amendments to the NACHA Operating Rules ("Rules").
-The ACH Data Review rule will provide a framework within the Rules for NACHA to receive
additional data regarding ACH entries from the ACH Operators to support NACHA's current role in
Rules enforcement and ACH Network risk management.
-The Direct Access Registration rule will require each ODFI to register its Direct Access status with
NACHA. For an ODFI that has Direct Access relationships for debit origination, the rule will require
the ODFI to provide NACHA with specific information about each each Originator or third-party with
Direct Access, as well as data about that party's transaction volume. The rule will also require an
ODFI's board, committee of the board, or its designee to approve a Direct Access debit participant
before the ODFI can originate ACH debit entries for that Originator or third-party.

Supplement #3 to the 2009 ACH Rules:
Since the publication of the 2009 edition of the ACH Rules, NACHA's Voting Membership has
approved a number of changes to the NACHA Operating Rules (Rules) that have minor impacts
on the ACH Network. In general, minor impact issues fall within Category C under the Rule
Making Process and include: 1) editorial changes to address corrections to grammar and similar
errors; 2) changes to correct inconsistencies between various rules; 3) clarifications of intent; 4)
minor modifications to incorporate current practices (e.g., Operator edits, return code
descriptions); and 5) changes that involve minor software modifications.

Supplement #2 to the 2009 ACH Rules:
Since the publication of the 2009 edition of the ACH Rules, NACHA's Voting Membership has approved
three additional amendments to the NACHA Operating Rules (Rules). The Authorization and Returns rule
will enhance the quality of transactions in the ACH Network by more clearly defining an Originator's
obligations for obtaining a consumer's authorization, and by improving processes related to the return of
debits that Receivers claim are unauthorized. The Stop Payments rule includes specific modifications to
Rules language governing stop payments that will re-align the Rules with the requirements of the Federal
Reserve Board's Regulation E ("Reg E"). The Risk Management and Assessment rule will codify within
the Rules additional risk management practices that are common in the industry that will improve risk
management in the ACH Network when utilized by all DFIs. Each of these rule amendments is directly
related to enhancing and maintaining Network quality. The Authorization and Returns and Stop Payments
and Regulation E changes will be effective March 19, 2010, while the Risk Management and Assessment
amendments will be effective June 18, 2010.

Supplement #1 to the IAT Survival Guide:
Since the publication of the first and second editions of the IAT Survival Guide, OFAC has revised its
requirements and expectations regarding the handling of inbound IAT debit transactions. NACHA
had developed recommendations and guidance for Gateway Operators and RDFIs for processing
inbound IAT debits in accordance with OFAC requirements, which were issued in December 2008,
in response to a number of requests that NACHA had received from ACH Network participants
that are considering how they will handle such debits, and that wish to do so in a manner that
is as automated as possible. On March 5, 2009, OFAC's revised guidance became effective,
making NACHA's original recommendations contained within the Survival Guide obsolete. This
Supplement provides users of these editions with updated information on OFAC requirements for
inbound debit processing.
This supplement also includes additional sections that have been added to address the interaction
between OFAC requirements, Regulation E, Regulation CC, and the NACHA Operating Rules; the
impacts of IAT implementation on a financial institution's compliance with reporting requirements
under the Bank Secrecy Act, Anti-Money Laundering Act, and SARs, and formatting of transactions
under specific payroll withholding circumstances.
IAT Survival Guide Supplement 1- May 2009
Supplement #1 to the 2009 ACH Rules:
Since the publication of the 2009 edition of the ACH Rules, NACHA's Voting Membership has approved one additional amendment to the NACHA Operating Rules (Rules). This amendment, which will become effective December 18, 2009, will refine and clarify existing Rules compliance audit requirements for all Participating DFIs, with specific provisions for ODFIs and RDFIs. These revisions will result in more effective annual audits, which will promote improved Rules compliance and higher quality transaction processing. Compliance with the revised audit provisions is not mandatory until the 2010 audit year; however, earlier adoption of these audit provisions is encouraged for all DFIs to mitigate areas of potential risk caused by non-compliance with the Rules. The specific details of the changes resulting from these amendments are outlined within the attached documents.
This Supplement #1-2009 also updates the NACHA Operating Guidelines related OFAC compliance. NACHA developed recommendations and guidance for Gateway Operators and RDFIs for processing inbound IAT debits in accordance with OFAC requirements. issues fall within Category C under the Rule Making Process and can include changes to address corrections to grammar and similar errors; corrections to resolve inconsistencies between various rules; clarifications of intent; minor modifications to incorporate current practices; and minor changes to software.

Supplement #3 - 2008: Delay and Company Name Guidelines
NACHA's Rules Interpretation #1: PROPER USE OF SEC CODES; AGGREGATION OF TRANSACTIONS
The effective date of NACHA's Rules Interpretation on the Proper Use of SEC Codes and the Aggregation of Transactions is extended to August 4, 2008.
The Interpretation was approved by the NACHA Board of Directors on November 7, 2007, with an original effective date of May 5, 2008. Subsequently, the Board received and approved a request for a three-month extension of the effective date. The Interpretation now becomes effective on August 4, 2008.

Supplement #2 to the 2008 ACH Rules: Company Name Identification Rule
Since the publication of the 2008 edition of the ACH Rules, NACHA's Voting Membership has approved one additional amendment to the NACHA Operating Rules (Rules). This amendment, which will become effective on June 20, 2008, will require an ACH Originator to clearly identify itself in an ACH entry through the use of a name that is known to and readily recognized by the Receiver.
